9:24 Torgeir Husby and Synne Sørheim gives assurances that legal experts appointed.
9:26 Sørheim explain how they will explain the statement: - We are going to read a lot of it. Before we embark on Husby minutes will give a brief introduction.
9:27 Sørheim: - After we filed the psychiatric report, we will make a summary about testimony in court and thoughts and reflections on this. Finally, we estimate that there are plenty of questions about our privacy.
9:27 Husby starting with the Introduction: - We did not have enough imagination to imagine what would come when we accepted this case.
9:28 Husby: - Our critics have all remote diagnosis as a method.
9:30 Husby: - It is unique that a statement is published in the media.
9:30 Husby said the two have been besieged by the media for several months to comment on the declaration.
9:31 Sørheim account of his work experience and knowledge.
9:32 Husby account of his work experience and knowledge.
9:33 Husby: - We consider ourselves as mainstream psychiatrists.
9:34 Sørheim: - I have had 26 different medsakkyndige the past six years.
9:35 Sørheim: - The most I have worked with, I have had between 10-15 cases with. There are more than Husby.
9:37 Husby said it is not taken, any claim or desire for sound or video recordings of conversations with those observed, but that they would have complied with this court whose appointment was requested.
9:37 Husby explains the criteria for admission for compulsory observation.
9:39 Husby said that as long as Breivik samabreidet, it was unacceptable and that it would have been an outcry if they did: - We were not built on the idea to request any such injunction.
9:41 Husby: - When we began our talks 10 August it was still almost unntaktstilstand. The police would basically that we should depart, if they were to have him in the interrogation.
9:42 Husby: - We were required to have conversations together. It was made clear from Ilas side in a meeting.
9:42 Husby: - We were aware of the danger of public conversations.
9:43 Husby: - We had the first night before the meeting confirmed the next day, for your safety.
9:43 Husby: - We were eventually very pleased to have been able to carry out our observation.
9:44 Husby: - It is true that we were influenced by the very special situation. We found ourselves in a kind of bubble.
9:45 Husby: - On Ila provided professional that he did not get any feedback on what was happening outside.
9:46 Husby said they have been themed and not confrontational during the talks with Breivik.
9:46 Husby: - We believe that we have had favorable observation conditions in our mandate.
9:47 Husby: - The first 5-6 weeks we collected material, but we were quite struck by how strange he appeared.
9:48 Husby: - This is the most comprehensive statement that was made in Norway until then. We saw that we had to describe our surface material in a much larger scale than usual.
9:48 Husby: - After we came up with a tentative diagnosis, we realized that we had to do extensive statement to be understood.
9:50 Husby: - We have not moved in on a number of fields, since it does not belong in a forensic psychiatric statement.
9:50 Husby: - We are not terrorism experts, journalists, internet players and historians.
9:51 Husby: - If the court would like additional expertise because the mental framework of understanding is too narrow, the court may summon that expertise.
9:52 Husby: - It is incomprehensible strange to criticize that the experts have too much power in the right and one on the other hand, criticized the committee for not cud chewing and regurgitating all subject areas affecting our cause.
9:53 Husby: - You will not acquire any historian, every time it comes a new Napoleon, although he would come in uniform.
9:53 Husby: - We have never been in doubt about the existence of the political scene this case represents.
9:55 Husby explains the requirements of Statement: - It is considered to be advisory to the court. It is right that even makes its decision.
9:57 Husby:-The statement was finished, we had come to a conclusion where we were not in doubt.
9:59 Sørheim explains how the written statement is constructed.
9:59 Sørheim: - All clinical work involves judgment in two levels. First, do you do a survey, so you take a professional assessment of whether you make discoveries. So take the findings with them and carry out their second professional judgment, which considers the diagnostic findings.
10:00 Sørheim: - In forensic psychiatric context, carried out a third option, where found to be placed just mental.
10:01 Sørheim: - The fourth judgment, which the court uses its discretion to sanity, they have no influence on the experts.
10:03 Sørheim: - At the end of each call section we collect everything we believe was found in the conversation, as well as depicting what we have not found the symptoms.
10:04 Sørheim says that status after the call on the first calls will only be written later. Later in the status talks were written the same day.
10:05 Sørheim: - After the 13 calls, we took the findings we thought were the most consistent. They were repeated and elaborated, which we thought we should emphasize.
10:06 Sørheim: - The next level, the diagnostic, will be the total information in the case used. Our conversations are part of the information. Our professional judgment is about to put together, including the most robust of our findings.
10:07 Sørheim: - We're making the final forensic psychiatric judgment, by translating the criminal law requirement of mental incapacity.
10:07 Sørheim: - In order that the court should have the opportunity to follow our resonementer, the declaration built up so that it is easy to find.
10:09 Sørheim: - Until we made the declaration we received documents to mid-November. When we collect and make extracts of the relevant police records, it is aiming to shed light on our manndat given by the court.
